Prohibits state hospitals from providing inpatient services to individuals who are under 18 years of age. Modifies the description of when a qualifying mental disorder is resistant to treatment for purposes of involuntary civil commitment of an extremely dangerous person. Directs the Oregon Health Authority to designate a licensed physician to serve as the chief medical officer of a state hospital, regardless of whether the superintendent of the hospital is a licensed physician. Requires certain evaluations to be conducted by a certified evaluator.
